The care a lot playset and cloud mobile car came out in 1983 by American Greetings Kenner.  Both have been used and are not complete. The steering wheel is missing from the car & possibly an umbrella. For the playset, it is missing accessories like chairs, a table, a swing, teeter-totter, cupcake, heart, star, &  telescope.
